iOS 10 Beta 2 was released by Apple for Developers on 5th of July. The second Beta of iOS 10 comes with minor graphical modifications, new notifications and accessibility functions, and some size optimizations, but also comes still DECRYPTED as the previous Beta and still requires XCODE 8 Beta to be able to restore it without hitting the Error 14.
The iOS 10 Beta 2 is much more stable than the Beta 1, therefore, we highly recommend the Beta 1 users to follow the update procedure. If you are already running iOS 10 Beta 1, you can navigate to Settings and go to General>Updates. You should have a pending update for iOS 10 Beta 2. If not, you can log in to your Apple Developer account and download the iPSW builds or the appropriate provisioning profiles for your particular device.
Also, keep in mind that Apple released iOS 9.3.3 Beta 5 as well, so you can also try the newest build of iOS 9.3.3 in action.
